Private development drives the skyline: Strategic Property Partners' roughly $3 billion Water Street Tampa is into a second phase worth close to $1 billion, and Gasworx, the 50-acre Ybor City district led by Darryl Shaw with Kettler, is opening buildings now on its way to more than 5,000 residential units. Defense is the other engine, anchored by MacDill Air Force Base, home to both U.S. Central Command and U.S. Special Operations Command, plus the contractors clustered around them. Healthcare and research build without pause, from Tampa General Hospital and the USF Health Morsani College of Medicine at the center of the Tampa Medical and Research District to Moffitt Cancer Center's Speros FL research campus up in Pasco County. Add public capital at scale, the $1.53 billion Airside D terminal at Tampa International Airport, the city's $3 billion PIPES water and wastewater program, and FDOT District 7's roughly $1 billion Westshore Interchange rebuild, and you have a market with more capital in play than almost anywhere on the corridor.

It's a deep market, not an open one. The marquee work is already spoken for: Moss is building at both Gasworx and Water Street, and a Lane and Superior joint venture holds the Westshore Interchange rebuild for FDOT. The region has primes of its own that hold the relationships nationals fly in to chase, including Ardurra, the ENR-ranked engineering firm headquartered in Tampa that grew by absorbing local shops like King Engineering Associates, and Power Design in St. Petersburg, one of the country's largest design-build electrical contractors. With well over a thousand firms competing, owners and program managers aren't shopping for the low number, they're re-hiring the teams that already performed. Being new to Tampa isn't enough; you have to be known to the people who decide.

Hillsborough County Procurement Services

Buys for the county and its constitutional offices, and selects architecture, professional engineering, landscape architecture and surveying/mapping firms under CCNA, requiring an SF 330 Part II and DBPR registration on file.

Florida Department of Transportation District Seven

The Tampa-headquartered West Central Florida district; procures design, structures, planning, surveying and right of way consultant services through FDOT's statewide professional services advertisement process.

How selection works here

Every architecture and engineering award in Tampa runs through Florida's Consultants' Competitive Negotiation Act (s. 287.055, F.S.), which forces agencies to shortlist and rank at least three firms on qualifications alone and only then negotiate fee with the top-ranked firm, and in the City of Tampa those selections live in the Contract Administration Department, not Purchasing, so a firm watching only the city's OpenGov bid portal never sees them. The steady volume is in continuing and on-call pools that CCNA permits where each individual project stays under $7.5 million in construction cost (indexed to CPI annually since July 1, 2025) or $500,000 per study, which is why Tampa advertises multi-year Open Work Order Contracts and Hillsborough County requires an SF 330 Part II signed before December 1 of the prior calendar year plus DBPR registration just to be eligible. For FDOT District Seven work you must hold Rule 14-75, F.A.C. prequalification in the specific work types and renew it annually, and FDOT's DBE program is race-neutral with no DBE goals set on individual projects, while on the city side Tampa suspended most of its Women and Minority Business Enterprise ordinance sections effective September 5, 2025, leaving SLBE certification (25 or fewer full-time employees, three-year average revenue under $2 million, located in Hillsborough, Pasco, Polk, Pinellas or Manatee County) as the live local lever.
